What this bill would do

The Social Security Child Protection Act of 2025 seeks to amend title II of the Social Security Act. This amendment would allow for the reissuance of social security account numbers to children under the age of 14. This applies specifically when the confidentiality of the number has been compromised due to the loss or theft of a social security card during transmission. To receive a new number, a parent or guardian must submit evidence to the Commissioner of Social Security under penalty of perjury. The changes are set to take effect 180 days after the Act is enacted.

What Congress actually voted on

One recorded vote has been taken on this bill.

  • The House: a fast-track vote, needing two-thirds to passPassed 386–0

The House sets aside its normal procedure to move quickly: no amendments, little debate, and a two-thirds bar instead of a simple majority. It is used for measures expected to be uncontroversial, so a bill that fails here failed despite broad expectations that it would not.
