What this bill would do
The DFC Modernization Act of 2025 modifies and reauthorizes the Better Utilization of Investments Leading to Development Act of 2018. It directs the International Development Finance Corporation to increase its risk tolerance to mobilize private capital and advance U.S. foreign policy, national security, and economic goals. The bill establishes a new Equity Investments Account and increases the maximum contingent liability to $250 billion. It also prohibits support for projects involving "countries of concern" or anticompetitive practices. Additionally, the bill updates the management structure of the Corporation and extends its termination date to December 31, 2031.
