Who it would affect, and how
Potential Positive Impacts for People
- Section 2 provides Federal district court jurisdiction for civil actions involving bodily harm or loss of life with commercial motor vehicles when plaintiffs and defendants are from different states, which ensures out-of-state parties have access to federal courts for major highway accident claims exceeding five million dollars.
Potential Negative Impacts for People
- Section 2 sets a high financial threshold by requiring the matter in controversy to exceed five million dollars, which could leave everyday people who suffer damages under that amount without access to Federal district court jurisdiction under this specific provision.
