What this bill would do
This bill is known as the Bus Utilization for Fleet Flexibility and Emergency Resilience Act or the BUFFER Act. It requires the Secretary of Transportation to issue regulations and guidance within one year of enactment. These rules will allow certain regional transportation planning organizations to increase their spare bus ratios to 30 percent upon request. Congress notes that extreme weather events threaten communities and increase transit bus maintenance needs. Operational disruptions during these events are dangerous for people who rely on buses. Additionally, regions that are tourism and live entertainment hubs face extra operational challenges.
