What this bill would do
This bill is called the "Tariff Revenue Used to Secure Tomorrow Act" or "TRUST Act". It creates a "Tariff Trust Fund" within the Treasury of the United States. If the U.S. has a budget deficit for two consecutive fiscal years starting in 2026, certain tariff collections will be put into this fund. Specifically, any duty collections exceeding the amount collected in fiscal year 2025 will be deposited. These funds must then be transferred to the general fund of the Treasury. The money can only be used for deficit reduction.
