What this bill would do
This bill is known as the National Security Climate Intelligence Act of 2025. It amends the National Security Act of 1947 to make sure our intelligence leaders keep a close eye on big picture threats. Specifically, it tells the Director of National Intelligence to produce intelligence community assessments. These assessments must look at the national security and economic security effects of climate change. The first report is due no later than four years after the bill is enacted. After that, these assessments must be done at least once every six years and sent straight to the congressional intelligence committees.

Who it would affect, and how
Potential Positive Impacts for People
- Section 2: This part requires an unclassified executive summary if the main intelligence assessment is submitted in classified form. This is a positive thing because it helps keep the people and our elected officials informed about what is going on by making at least part of the report available without a security clearance.
Potential Negative Impacts for People
- Section 2: The text explicitly states that the assessments may be submitted in classified form. This could be viewed as a negative because keeping the full reports classified means everyday citizens might not get to see all the details of the findings regarding climate change and security.
