What this bill would do
This bill, known as the "Proving Residency for Overseas Voter Eligibility Act" or the "PROVE Act," aims to amend the Uniformed and Overseas Citizens Absentee Voting Act. It would require nonmilitary overseas voters to provide evidence of residence in a State to receive an absentee ballot. Specifically, voters must provide a verifiable mailing address within the State for themselves or a spouse, parent, or legal guardian. If these requirements are not met, the voter may be considered a resident of the District of Columbia for federal office elections. These changes would take effect for elections held during 2026 or any year following.
