What this bill would do

This bill, known as the "RESTART SUNSET Act of 2025," aims to amend chapter 6 of title 5 of the United States Code. It changes how agencies handle the periodic review of their rules. Under this act, agencies must review all existing rules within ten years of the bill's enactment. Rules adopted after the enactment must also be reviewed within ten years of being published as final rules. Additionally, agencies would be required to publish an annual list in the Federal Register regarding rules that do not have a significant economic impact on small entities. Finally, the bill provides for judicial review to prohibit the enforcement of rules if an agency fails to comply with these review requirements.
