What this bill would do
The Small and Homestead Independent Producers Act of 2025 allows small cannabis cultivators and manufacturers to ship cannabis and cannabis products through the mail. These shipments can go to individuals in the same state or other states where possession is legal. Delivery services must verify that the recipient is at least 21 years old. The act does not override state laws that prohibit cannabis for all individuals, though it allows transport through those states to a legal destination. This law takes effect only after cannabis is removed from the list of scheduled substances and federal criminal penalties are eliminated.
