What this bill would do

This bill is known as the "Securing Taxpayer Assistance during Natural Disasters Act" or the "STAND Act." It aims to stop certain types of foreign aid when a specific disaster occurs. Specifically, it prohibits the Department of State or USAID from spending non-defense foreign assistance funds within 60 days of a disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. This includes bilateral, multilateral, and humanitarian assistance. However, the prohibition can be lifted if a joint resolution is passed into law.
