What this bill would do
This bill is known as the Suppressing Tactics of Prohibited Shells Act or the STOP Shells Act. It requires the Secretary of Commerce to apply specific export licensing requirements to certain subsidiaries. These are affiliates owned 50 percent or more by an entity that is already on the Entity List or the Military End User List. Before adding an entity to those lists, the Secretary must assess if applying the Foreign Direct Product Rule advances United States national security or foreign policy interests. The Secretary must also notify appropriate congressional committees within 2 days of adding an entity. Finally, the bill allows the Secretary to issue waivers for national security reasons under specific conditions.
