What this bill would do
This Act, known as the "FAST VETS Act," amends title 38 of the United States Code regarding veteran vocational rehabilitation. It modifies the specific conditions under which the Secretary of Veterans Affairs is required to redevelop an individual's vocational rehabilitation plan. Under this amendment, the Secretary will review plans to determine if redevelopment is necessary. Redevelopment occurs if the original goals are no longer feasible due to changes in the veteran's employment handicap and a different plan is more likely to succeed. Additionally, the Secretary is granted the authority to disapprove the redevelopment of a plan if it is determined not to be appropriate.

Who it would affect, and how
Potential Positive Impacts for People
- Targeted Plan Adjustments: The Secretary must redevelop a plan if the veteran's long-range goals are no longer feasible due to changes in their employment handicap, provided a different plan is more likely to work. This ensures assistance adapts to the veteran's changing needs (Section 2).
Potential Negative Impacts for People
- Reduced Obligation to Redevelop: The Secretary is given the power to disapprove the redevelopment of a vocational rehabilitation plan if they determine it is not appropriate (Section 2). This change could result in veterans being denied updated plans even if their circumstances change.
