What this bill would do
This bill, known as the "Resilient LEO PNT Act," directs the Secretary of the Air Force to execute a capability demonstration project. The project aims to establish a resilient positioning, navigation, and timing capability using a low earth orbit satellite system. The Secretary is tasked with developing a list of service providers and awarding a contract to at least one to perform this demonstration. The system must work without Global Positioning System services and resist threats like jamming or spoofing. Following a successful demonstration, the Secretary should award a follow-on production contract for operational deployment. Finally, the Secretary must report the project's results and strategy to the House and Senate Committees on Armed Services.

Potential Positive Impacts for People
-
Enhanced Reliability of Navigation Services: The bill requires the satellite system to have the ability to operate even if Global Positioning System services are unavailable (Section 2(c)(1)).
-
Improved Security Against Interference: The demonstration must show greater resistance to jamming and spoofing threats compared to existing Global positioning services (Section 2(c)(3)).
-
High Precision for Users: The technical requirements include the ability to provide timing accuracy of less than 10 nanoseconds and position accuracy of less than 30 centimeters for stationary and mobile users (Section 2(c)(4)).
-
Faster Service Restoration: The system must be able to restore service quickly if some or all satellites are disabled, which decreases the time to service restoration compared to existing services (Section 2(c)(5)).
-
Compatibility with Current Hardware: The system must be compatible with user equipment that uses civilian Global Positioning System L1 or L5 services without needing hardware modifications (Section 2(c)(2)).
Potential Negative Impacts for People
- Dependency on Appropriations: The carrying out of the pathfinder program is subject to the availability of appropriations (Section 2(a)).
