What this bill would do
The PEACE Act of 2025 aims to secure a peaceful resolution to the conflict between Russia and Ukraine. It requires the Secretary of the Treasury to create regulations that prohibit or strictly condition the use of correspondent or payable-through accounts in the United States by certain foreign financial institutions. These restrictions target institutions that knowingly provide significant financial services to sanctioned Russian persons or entities, as well as those operating in Russia's energy sector. The President is granted specific authorities to implement these measures and may issue temporary waivers. The Act includes requirements for the Secretary of the Treasury to report on specific Russian entities. Finally, the Act will expire after a specific period or once the President reports that Russian destabilizing activities have ceased.
