What this bill would do
The Equal Voices Act aims to change how the number of Representatives in the House is determined. It proposes establishing a new total number of members based on an average of 500,000 constituents per Representative. The bill allows States the option to use multi-member districts and ranked choice voting for these elections. It also creates a commission to recommend the optimal number of Members and apportionment if population shifts are significant. Additionally, the Act authorizes funds to provide necessary space, personnel, and resources for the expanded House.

Option for Ranked Choice Voting: States opting for multi-member districts may also choose to use ranked choice voting for those elections (Section 4(a)).
