What this bill would do
This bill is known as the Ensuring Veterans' Smooth Transition Act or the EVEST Act. It requires the Secretary to automatically enroll eligible veterans in the patient enrollment system of the Department of Veterans Affairs not later than 60 days after receiving the necessary information. Within 60 days of enrollment, the Secretary must provide the veteran with notice of the enrollment along with instructions on how to opt out or enroll at a later date. The Secretary must deliver this notice through a physical copy by mail and, when practical, by electronic mail and mass texting. By August 1, 2026, the Secretary must also ensure veterans can access an electronic certificate of eligibility and an electronic opt-out mechanism. Additionally, the bill requires reports on the automatic enrollment process from both the Secretary of Veterans Affairs and the Comptroller General.
