What this bill would do
The Affordable Shipping for All Act aims to ensure fair shipping prices for noncontiguous areas of the United States. It prohibits shipping services from charging more for products sent to or from noncontiguous areas than they do for the same products in the contiguous United States. Additionally, the bill prevents shipping services from excluding these noncontiguous areas from their shipping policies or services. This mandate applies to consumer products and producer goods, except for those valued at more than $10,000. The Act includes the United States Postal Service and private transport companies under its scope.

Potential Positive Impacts for People
-
Price Equality for Noncontiguous Areas: Under Section 2, shipping charges for consumer products or producer goods to noncontiguous areas cannot exceed the charges for the same product to and from the contiguous United States. This would ensure people in these areas pay the same shipping rates as those in the 48 contiguous States and D.C.
-
Guaranteed Access to Shipping: According to Section 3, shipping services are prohibited from excluding noncontiguous areas from their shipping policies or from shipping to their specific locations. This ensures that residents in places like Alaska, Hawaii, and various territories have guaranteed access to shipping services.
Potential Negative Impacts for People
- Exclusion of High-Value Goods: Under Section 4, any consumer product or producer good valued at more than $10,000 is exempt from the requirements of this Act. This means the price protections provided by this bill would not apply to these higher-valued items.
