What this bill would do
This bill, known as the "RAVES Reporting Act of 2025," directs the Secretary of Defense to lead a specific study and publish guidance. The goal is to examine the conversion of abandoned factories, space centers, and military bases located in rural areas into space-related manufacturing facilities and space complexes. The Secretary will work with various offices including the Department of State and the Small Business Administration to gather this information. The resulting study must include various economic, technical, and security elements. Finally, the Secretary of Defense is required to submit the completed study and guidance to Congress.
