What this bill would do
The "United States Automobile Consumer Assistance and Relief Act," or the "USA CAR Act," aims to amend the Internal Revenue Code of 1986. This bill would allow for a deduction of qualified automobile interest. To qualify, the interest must be on debt incurred on or after January 1, 2025, to acquire an automobile that is secured by that automobile. The term "qualified automobile" refers to vehicles where the final assembly occurs within the United States. The deduction would apply to taxpayers other than corporations.

Who it would affect, and how
Potential Positive Impacts for People
-
Tax Deduction for Interest Payments: The bill allows taxpayers other than corporations to deduct qualified automobile interest from their income (Section 2(c)). This provides a potential financial benefit for people paying interest on vehicle loans.
-
Support for Domestic Manufacturing: By defining a "qualified automobile" as one where the final assembly occurs within the United States, the bill creates a distinction for vehicles produced domestically (Section 2(b)(ii)).
Potential Negative Impacts for People
-
Limited Scope of Vehicles: Only interest on debt for an automobile whose final assembly occurs within the United States qualifies for the deduction (Section 2(b)(ii)). This means interest on vehicles assembled outside the United States would not be eligible.
-
Specific Timing Requirements: The interest must be paid or accrued on indebtedness incurred on or after January 1, 2025 (Section 2(b)(A)(i)). Interest on debt incurred before this date would not qualify.
