What this bill would do
This Act, known as the "Water Resources Technical Assistance Review Act," requires the Comptroller General of the United States to perform a comprehensive review of the Environmental Protection Agency's clean water-related technical assistance. The review must cover various assistance available to States, Tribes, local governments, and non-governmental organizations. It specifically looks at the Water Technical Assistance initiative to understand how providers are selected and matched to communities. The Comptroller General must also analyze any duplication of programs and evaluate how assistance builds community capacity. Following the review, a report containing findings and recommendations must be submitted to specific Congressional committees. Finally, the EPA Administrator must submit an annual plan for five years detailing actions taken to comply with the report's recommendations.

-
Improved Resource Efficiency: The review includes an analysis of any duplication of technical assistance available through multiple EPA programs, which could help streamline assistance (Section 2(b)(3)).
