What this bill would do
This Act, titled the "Bringing the Discount Window into the 21st Century Act," directs the Board of Governors of the Federal Reserve System to conduct a comprehensive review of discount window lending programs. The review must evaluate several factors, including liquidity provision, technology infrastructure, cybersecurity, and communication effectiveness. Following the review, the Board is required to develop a written plan to fix any deficiencies and implement necessary improvements. The Board must also submit a report of its findings and plan to Congress within one year. Additionally, the Act mandates annual reports to Congress regarding the progress of these enhancements. The law will be repealed once the Board notifies Congress that the remediation plan is fully implemented.
