What this bill would do
The REVOCAR Act of 2025 seeks to immediately stop United States persons from investing in Venezuela's energy sector. This prohibition targets transactions involving Petroleos de Venezuela, S.A., its subsidiaries, or the regime of Nicolas Maduro. The goal is to pressure the regime to respect the July 28, 2024, election results, where Edmundo Gonzalez reportedly received more than two-thirds of the votes. These restrictions apply regardless of any prior contracts or licenses. The prohibitions remain in place until the President determines the Maduro regime has recognized the election results and relinquished power, or until December 31, 2027.
