What this bill would do
The Agricultural Biorefinery Innovation and Opportunity Act of 2025 amends the Farm Security and Rural Investment Act of 2002. It aims to improve assistance for manufacturing biobased products, renewable chemicals, and advanced biofuels, including zero-carbon and ultra-low-carbon bioethanol. The bill introduces competitive grants for developing or retrofitting pilot and demonstration-scale biorefineries. It also allows the Secretary to provide loan guarantees on a year-round basis. To fund these efforts, the bill provides $100,000,000 for each fiscal year from 2026 through 2030.
