What this bill would do
The Improving Helicopter Safety Act of 2025 proposes to amend title 49 of the United States Code. It prohibits the operation of civil helicopters within a 20-mile radius of the Statue of Liberty National Monument. There are exceptions for public health, safety, law enforcement, emergency and disaster response, medical services, news organizations, and certain research or official purposes. It also allows flights for heavy-lift operations supporting construction and infrastructure maintenance. The FAA Administrator must update regulations to implement these rules within 90 days of enactment.
