What this bill would do
This Act, known as the "REFINER Act," directs the Secretary of Energy to task the National Petroleum Council with creating a specific report. The report must examine the role of domestic petrochemical refineries and their contribution to United States energy security. It requires an analysis of refinery capacity, potential expansion opportunities, and existing risks. Additionally, the report must assess how government actions or regulations have impacted refinery capacity. Finally, the council is to provide recommendations to increase refinery capacity and must make the final report available to the public.
