What this bill would do
The Renewable Energy Certificate Study Act of 2025 requires the Comptroller General of the United States to study how Federal agencies use renewable energy certificates. The study will look at whether these certificates actually lead to new investments in renewable energy capacity. It will also evaluate progress made under Executive Order 14057 and compare the costs and risks of using certificates versus power purchase agreements or onsite renewables. Finally, the Comptroller General must submit a report to Congress with findings and recommendations to improve Federal investments in renewable energy.

Potential Positive Impacts for People
-
Increased Renewable Energy Generation: The study evaluates if market demand for certificates leads to "new investments in renewable energy generation capacity" (Section 2(b)(1)), which could increase the availability of clean energy.
-
Better Use of Taxpayer Money: By analyzing the "average cost of each form of compliance" (Section 2(b)(3)(A)) and costs associated with funding different types of projects (Section 2(b)(4)), the government can find more cost-effective ways to invest in energy.
-
Improved Government Efficiency: The Comptroller General will provide "recommendations for legislation and administrative action" (Section 2(c)(2)) to improve how the Federal Government invests in renewable energy generation.
