What this bill would do
This bill is known as the Retired Pay Restoration Act. It allows additional retired members of the Armed Forces with a service-connected disability to receive both veterans' disability compensation and either military retired pay or combat-related special compensation. The text states that military retired pay earned by service and sacrifice should not be reduced just because a retiree is also eligible for veterans' disability compensation. Historically, disabled military retirees had to fund their own veterans' disability compensation by forfeiting one dollar of earned retired pay for each dollar received in disability compensation. The bill extends concurrent receipt authority to retirees with service-connected disabilities rated at less than 50 percent. The changes made by this section take effect as of January 1, 2021.

Potential Positive Impacts for People
-
Extension of Concurrent Receipt Authority: Section 3(a) extends concurrent receipt authority to retirees with service-connected disabilities rated at less than 50 percent. This provision is positive because it allows additional retired members to receive both their retired pay and their veterans' disability compensation without an offset.
-
Specification of Qualified Retirees: Section 3(c) defines a qualified retiree as a member or former member of the uniformed services who is entitled to retired pay and is also entitled to veterans' disability compensation. This benefits individuals by clearly establishing their eligibility for receiving both forms of payment.
