What this bill would do
This bill is called the Cold-blooded Animal Research and Exhibition Act. It proposes to change the Animal Welfare Act to include cold-blooded species in the definition of an "animal." Specifically, it adds reptiles, amphibians, cephalopods, and fish to this definition. This applies to animals used for exhibition, research, testing, experimentation, or as pets. However, it still excludes certain animals, such as those used for food or fiber.

Who it would affect, and how
Potential Positive Impacts for People
- Expanded Animal Protections: By amending Section 2(g), the bill includes reptiles, amphibians, cephalopods, and fish as "animals." This extends the legal definition of animals to include cold-blooded species used for pets, exhibition, or research.
Potential Negative Impacts for People
- Exclusions for Food and Fiber: Under Section 2(g)(2)(C), the bill excludes livestock, poultry, or fish intended for use as food or fiber. This means these specific groups of animals would not benefit from the expanded definition.
