What this bill would do
This bill, known as the "Defend American Manufacturing Act," directs the Secretary of Commerce to keep the Hollings Manufacturing Extension Partnership running. It instructs the Secretary, acting through the Director of the National Institute of Standards and Technology, to compete, renew, and award centers across all 50 States and Puerto Rico. This process would occur in fiscal year 2025 and every fiscal year thereafter. This direction remains in place unless Congress fails to enact appropriations for the program under the specific heading for Industrial Technology Services. The bill also amends the National Institute of Standards and Technology Act by changing the word "may" to "shall" regarding this program.
