What this bill would do
This bill is known as the Human-Animal Chimera Prohibition Act of 2025. It makes it unlawful to knowingly create, attempt to create, transfer into a womb, transport, or receive certain types of human-animal chimeras in or affecting interstate commerce. The text defines prohibited chimeras to include specific types of mixed human and nonhuman embryos and engineered nonhuman life forms, such as those containing human brains or human gametes. Violating these prohibitions can result in criminal fines, imprisonment for up to 10 years, or civil penalties based on financial gain. The bill also clarifies that it does not prohibit certain research involving transgenic animal models or the transplantation of human organs, tissues, or cells into recipient animals if not otherwise prohibited.

Potential Positive Impacts for People
-
Prohibition of Specific Chimeras: Under Section 2, adding Sec. 1132(a), the bill makes it unlawful to knowingly create, attempt to create, transfer, transport, or receive prohibited human-animal chimeras. This may be seen as positive by individuals who want to prevent the creation of mixed human-animal embryos, life forms with human brains, or organisms engineered to exhibit human facial features.
-
Clear Penalties for Violations: Under Section 2, adding Sec. 1132(b), the bill imposes criminal fines, up to 10 years in prison, and civil penalties for anyone who violates the prohibitions and derives pecuniary gain. This holds officials and individuals accountable by imposing strict legal consequences for breaking these rules.
Potential Negative Impacts for People
- Restrictions on Scientific Research and Medical Development: Under Section 2, adding Sec. 1132(a) and Sec. 1131(1), the bill prohibits a wide range of specific embryo creations and nonhuman life form engineering. This could be viewed as a negative burden by researchers and medical scientists whose work might touch upon these defined restrictions, potentially limiting certain types of biological studies.
