What this bill would do
The "Save Our Shipyards Act of 2025" establishes the National Commission on the Maritime Industrial Base, known as the SOS Commission. This commission is tasked with investigating the current state of the United States maritime industry, including its impact on national defense and the skilled workforce. It is responsible for studying impediments to a competitive industry, such as regulatory burdens and foreign subsidies. Based on these findings, the Commission will recommend policies to revitalize the naval fleet and protect seafaring and shipbuilding jobs. The Commission will consist of 15 voting members and 7 non-voting members with specific expertise. Finally, the Commission must submit a report to the President and Congress within one year of its first meeting.
