What this bill would do

This bill, titled the ``Moving H-2A to United States Department of Agriculture Act of 2025'', proposes a change in how the H-2A program is managed. It seeks to transfer the administration of the H-2A program from the Secretary of Labor to the Secretary of Agriculture. Additionally, it directs the Attorney General to be replaced by the Secretary of Homeland Security in certain sections of the Immigration and Nationality Act. The changes are set to take effect 60 days after the act is enacted. To facilitate this, the Secretary of Labor must provide the Secretary of Agriculture with necessary personnel, funding, and materials.

Agricultural business owners may benefit from the H-2A program being managed by the Department of Agriculture.

  • Does this make it easier to run a small business?+2

The opposite

  • Would immigrants be better off under this?-1

The administrative shift does not provide new protections or benefits for the immigrant workers themselves.

  • Does this make it easier for immigrants already here to become citizens?-1

The bill reassigns administrative control over the H-2A program rather than expanding legal status pathways.
