What this bill would do
This bill is known as the Cutting Unobligated Tumultuous Spending Act, the CUTS Act, or the De-Supplemental Act. Its main purpose is to take back certain unused funds to pay for supplemental foreign assistance for fiscal year 2024. Specifically, it targets unused COVID-19 relief funds and certain infrastructure funds. The money taken back will cover the costs of the Israel Security Supplemental Appropriations Act, the Ukraine Security Supplemental Appropriations Act, and the Indo-Pacific Security Supplemental Appropriations Act of 2024. It also cancels unobligated funds from the Education Stabilization Fund and specific transportation programs.

Who it would affect, and how
Potential Positive Impacts for People
- Section 2(a)(1) takes back unused COVID-19 relief money to pay for the Israel Security, Ukraine Security, and Indo-Pacific Security Supplemental Appropriations Acts of 2024. This might be seen as positive because it redirects unspent money from past relief laws to fund new security assistance programs.
Potential Negative Impacts for People
-
Section 2(a)(2) cancels unobligated funds from several major laws, including the CARES Act, the American Rescue Plan Act, and the Paycheck Protection Program and Health Care Enhancement Act. This could be seen as negative because it removes remaining financial resources originally set aside for pandemic response and healthcare enhancement.
-
Section 2(b)(1) cancels unobligated funds from the Education Stabilization Fund under the Department of Education. This might be viewed as a burden because it takes away unspent educational support money.
-
Sections 2(b)(2), (3), and (4) cancel unobligated funds for the Congestion Mitigation and Air Quality Improvement Program, the Carbon Reduction Program, and the PROTECT Program. This could be considered negative because it strips away funding intended for transportation, air quality, carbon reduction, and infrastructure protection.
