What this bill would do
This Act, known as the "Entrepreneurs with Disabilities Reporting Act of 2025," requires the Administrator of the Small Business Administration to submit a report to Congress. The report must address the challenges entrepreneurs with a disability face when starting and operating a business. It mandates an assessment of their specific needs and a description of the resources and support provided. Additionally, the report must cover outreach efforts and any joint efforts with other Federal agencies. The Administrator is also required to identify any deficiencies in current resources and provide recommendations for legislative actions.

Potential Positive Impacts for People
-
Identifying Challenges and Needs: The report requires an assessment of the specific challenges and needs encountered by entrepreneurs with a disability, which helps pinpoint exactly what they are facing (Section 2(a)(1)).
-
Evaluating Support and Outreach: By requiring descriptions of resources, support, and outreach through various offices and centers, the bill creates a way to see if current assistance is actually reaching people (Section 2(a)(2) and (3)).
-
Addressing Resource Gaps: The requirement to identify deficiencies ensures that the administration must look at where they are currently failing to provide adequate support (Section 2(a)(5)).
-
Creating a Path for Change: The bill asks for recommendations for legislative actions, which could lead to new laws designed to address identified needs or challenges (Section 2(a)(7)).
Potential Negative Impacts for People
- No New Funding: The act explicitly states that no additional funds are authorized to carry out these requirements, meaning the report must be produced using existing resources (Section 2(b)).
