What this bill would do
The ``Lead by Example Act of 2025'' seeks to change how Members of Congress and their staff receive medical care. Under this bill, these individuals would receive health care through the Department of Veterans Affairs instead of using the Federal Health Benefits Program or health care exchanges. This change would treat Members and staff as if they were veterans. The transition is intended to begin on January 3, 2027. To prepare, the Secretary of Veterans Affairs and the Director of the Office of Personnel Management must submit an implementation plan to Congress by September 15, 2025.

Who it would affect, and how
Potential Positive Impacts for People
- Standardized Care Access: Members of Congress and Congressional staff would receive care through the Department of Veterans Affairs, including at Department facilities and certain non-Department facilities (Section 2(a)). This provides a specific pathway for receiving medical services as if they were veterans.
Potential Negative Impacts for People
- Restriction of Health Care Options: The bill mandates that the Department of Veterans Affairs becomes the only health care plan the Federal Government may make available to Members of Congress and Congressional staff for their service (Section 2(a)). This would prevent them from using the Federal Health Benefits Program or health care exchanges.
