What this bill would do
The ACCESS Act allows people enrolled in high deductible health plans through an Exchange to choose health savings account contributions instead of receiving reduced cost-sharing. If an individual makes this election, the health insurance issuer pays a monthly amount into the person's health savings account. The Secretary of the Treasury is responsible for reimbursing the insurance issuers for these payments. To receive these payments, the health savings account must require that money only be used via a qualified medical debit card for medical care. This legislation would change how silver level coverage is handled in the individual market. The provisions are set to take effect for months beginning after December 31, 2025.
