What this bill would do
This bill is known as the Temporary International Movement of Equines Act of 2026 or the TIME Act of 2026. It directs the Secretary of Agriculture to create and update regulations that make it easier for certain high-health, high-performance horses to temporarily enter the United States for events like races and competitions. Congress finds that current rules are too restrictive and that updating them will align the United States with recognized international standards. The new rules will use a risk-based framework with identification and biosecurity measures while providing expedited entry and modified quarantine protocols. The Secretary of Agriculture must start the rulemaking process within 180 days after the enactment of the Act.
