What this bill would do
This bill is called the American Fuel Affordability Act. It repeals certain excise taxes on diesel fuel. The bill requires the Secretary of the Treasury to transfer amounts equal to the reduced tax collections from the general fund to the Highway Trust Fund and the Leaking Underground Storage Trust Fund. It creates a refinery construction investment credit for qualified facilities. The bill also establishes a refinery production credit of 5 cents per gallon of gasoline or diesel produced at a qualified newly constructed refinery and sold to an unrelated person. Additionally, the bill makes the special allowance for qualified production property permanent for new gasoline and diesel refinery construction.
