What this bill would do
This bill is known as the Prohibiting Unethical Procedures on Pets in Science Act or the PUPPS Act. It amends the Animal Welfare Act to make it unlawful to breed dogs for research purposes. The bill also bans the commercial distribution, acquisition, or use of dogs bred for research, and penalizes those who try to do so. Licenses or registrations authorizing these prohibited activities cannot be issued, and current ones will be suspended or revoked. Furthermore, the text requires that dogs already in possession that were bred for research cannot be euthanized because of this law, and must instead be offered for adoption.

Who it would affect, and how
Potential Positive Impacts for People
-
Protection against euthanizing certain dogs: Section 30(d)(1) states that a person in possession of a dog bred for research purposes may not euthanize that dog on the basis of the enactment of this section, which protects these animals from being put down due to the new law.
-
Opportunities for pet adoption: Section 30(d)(2) requires individuals possessing a dog bred for research to offer the dog for adoption to an individual or to an animal rescue organization, which gives people a chance to adopt these dogs.
Potential Negative Impacts for People
- Civil penalties for violations: Section 30(c)(1) and Section 30(c)(2) allow the Secretary to assess civil penalties of up to $10,000 for each dog in a violation, and up to $40,000 for each dog in a repeated violation, which creates a financial burden for individuals or businesses that break the rules.
