What this bill would do
This bill is called the Recovery First Housing Act. It requires groups that get federal funds for housing programs to offer substance use disorder treatment to people they admit who have a substance use disorder. This rule applies to emergency shelters, transitional housing, and permanent housing. However, the requirement does not apply if the person admitted is an unaccompanied minor. The treatment must be evidence-based and delivered by a licensed provider.

Potential Positive Impacts for People
- Access to Treatment (Section 2 - SEC. 409(a)): Project sponsors must offer substance use disorder treatment, including step-down treatment, to people admitted who have a substance use disorder. This is a positive step because it connects individuals who need help directly with licensed, evidence-based care to help them recover.
Potential Negative Impacts for People
- Exclusion of Unaccompanied Minors (Section 2 - SEC. 409(b)): The requirement to offer treatment does not apply to project sponsors who admit a person who is an unaccompanied minor. This means minors dealing with substance use disorders might not receive the mandated treatment offered under this specific act.
