What this bill would do
This bill is known as the White House Fellows Program Authorization Act. It creates a statutory basis for the White House Fellows Program, which was originally established by an executive order in 1964. The program gives outstanding United States citizens first-hand experience working at senior levels of the Federal Government. A commission will be established to recruit, screen, and recommend individuals for these fellowships. Fellows will serve 12-month terms as full-time employees in federal agencies and offices. The Office of Personnel Management will provide administrative and financial support for the program.

Potential Positive Impacts for People
-
Section 4(c)(2) establishes that members of the President's Commission on White House Fellowships shall be private citizens who are broadly representative of the regions, professions, and backgrounds of the Nation, and selected on a nonpartisan basis. This is positive because it ensures diverse representation and keeps politics out of the commission's work.
-
Section 5(c) explicitly prohibits discrimination in the selection of Fellows on the basis of race, color, religion, sex, national origin, disability, age, or political affiliation. This is a positive protection ensuring fair and equal opportunity for all qualified applicants.
-
Section 8 requires the Commission to submit an annual report to specific committees in the House of Representatives and the Senate detailing the number of Fellows selected, the agencies they were assigned to, an accounting of spent funds, and recommendations for improvements. This is a positive provision that holds officials accountable and keeps the public informed on how taxpayer money is used.
-
Potential Negative Impacts for People
- Section 9 authorizes the appropriation of such sums as may be necessary to the Office of Personnel Management to carry out the Act for fiscal years 2027 through 2031. This could be viewed as a negative burden because it creates a new statutory spending authority funded by taxpayers.
