What this bill would do
The bill is known as the Preventing Revenue Opportunities for Workplace Lockouts and Retaliation Act or the PRO-WORK Act. It stops employers from getting Federal funds while they are engaged in locking out employees. Under Section 2, employers are also cut off from Federal funds for an extra period after the lock-out ends. Employers must also pay back the Federal Government for any funds spent in violation of these rules starting from January 1, 2026. Under Section 3, corporations engaged in locking out employees are denied tax credits for the taxable year. These tax credit denials apply to taxable years beginning after December 31, 2025.

Potential Positive Impacts for People
-
Section 2 prohibits employers from receiving, obligating, or expending Federal funds during any lock-out period and for an additional period of time afterward. This holds companies accountable by stopping them from using taxpayer money while they are locking out workers.
-
Section 2 requires employers to reimburse the Federal Government for any funds they used in violation of the rules during a lock-out period starting from January 1, 2026. This protects the people's money by making sure misused funds are paid back.
-
Section 3 denies tax credits to corporations for any taxable year in which a lock-out period occurs. This ensures that companies locking out their workers do not get the benefit of tax credits.
Potential Negative Impacts for People
