What this bill would do
This bill, known as the "MANNARINO Act," seeks to amend the Public Health Service Act. It would require States to prohibit the sale of certain products containing nitrous oxide as a condition for receiving block grants for community mental health services. Specifically, States must prohibit the sale of any nitrous oxide product that is scented or flavored, as well as other products unless they meet certain exemptions. Exemptions are allowed for medical, veterinary, dental, food propellant, manufacturing, or automotive uses. If a State does not comply, the Secretary may reduce its grant allotment by up to 10 percent.
