What this bill would do
This bill, known as the "STOP Improper Licensing Act," requires the Administrator of the Federal Motor Carrier Safety Administration to audit how each State issues non-domiciled commercial driver's licenses. The audit focuses on whether licenses were issued to individuals whose lawful presence expired or without verifying their lawful presence. Following the audit, the Administrator will issue determinations regarding substantial noncompliance and provide corrective measures. States must implement these measures or submit a corrective action plan. If a State remains in substantial noncompliance, the Administrator will withhold all Federal Motor Carrier Safety Administration funding from that State.
