What this bill would do
The AI Tax and Work Protection Act puts a new tax on artificial intelligence token usage and foundation models. All the money collected from this tax goes into a special trust fund in the U.S. Treasury. The Department of Labor must set up a Work Protection Administration within 90 days of the law passing. This new administration will run a competitive grant program to create public service and community jobs. The bill also tasks the Bureau of Labor Statistics with tracking how artificial intelligence affects the American workforce.

Who it would affect, and how
Potential Positive Impacts for People
-
Creation of New Community Jobs: Under Section 401 and Section 402, the bill uses tax money collected from artificial intelligence companies to fund grants that create jobs in areas like child care, public education, health initiatives, elder care, and housing construction. This is a positive outcome because it directly creates employment opportunities for everyday people in local communities.
-
Strong Worker Protections and Benefits: Under Section 402(d), workers hired through these new grants must receive strong benefits, including health insurance comparable to federal employees, paid family and medical leave at their regular pay rate, and earned paid leave. This ensures that the newly created jobs provide fair compensation and support working families.
-
Protection Against Laying Off Existing Workers: Under Section 402(e), the bill prevents grant recipients from using grant money to hire new workers if it causes layoffs, reduced hours, or lower wages for existing employees. This protects current workers from losing their jobs or seeing their pay cut due to the program.
Potential Negative Impacts for People
- Potential Increased Costs for Artificial Intelligence Services: Under Section 101, the bill imposes a new excise tax on companies that develop or sell access to foundation models and artificial intelligence tokens. This could be considered a negative burden because companies may pass these new tax costs down to consumers and businesses that rely on artificial intelligence tools.
