What this bill would do
This joint resolution proposes an amendment to the United States Constitution to temporarily fill vacancies in the House of Representatives if a member dies. Under the proposal, newly sworn-in Representatives must provide a list of at least five qualified designees. If a Representative dies, the chief executive of their State must select a replacement from that list within 10 days. The Speaker of the House will then immediately fill the vacancy with that selected individual. This temporary replacement serves until a special election is held to fill the seat.
