What this amendment would do
Mr. Markey submitted this amendment to keep our elected officials accountable when it comes to the money we spend on keeping the lights on. Put simply, the purpose of this amendment is to create a new rule in the Senate that protects household budgets from taking a hit.
What It Changes and Adds to the Bill
This amendment adds a brand new point of order to the budget resolution. Here is what that actually means for the people:
-
It makes it out of order in the Senate to consider any bill, resolution, motion, or amendment that would cause a projected increase in household energy costs.
-
This protection applies specifically when those cost increases would happen because of changes to offshore wind adjusted subsidies, permitting, or leasing.
-
To bypass this rule and allow legislation that raises your energy costs anyway, it would take a three-fifths vote of the Senators chosen and sworn. It would also take that same three-fifths vote to overrule the Chair if a point of order is raised.
