What this amendment would do
As folks keeping an eye out for the everyday people, we need to know what our elected officials are trying to do with our rules and budget. Mr. Markey put forward SA 990, which is an amendment about how we handle our public lands and waters when it comes to fossil fuels.
- The amendment adds a new rule—called a point of order—to the Senate.
- Its main purpose is to block the consideration of legislation or motions that would make it easier to hold new lease sales, speed up permits, or give royalty relief for fossil fuel projects on public lands or waters if the goal is exporting that energy abroad.
- If someone wants to bypass this rule in the Senate, it would take a three-fifths vote of the members. It also takes a three-fifths vote to win an appeal against the Chair's ruling on this point.
