What this amendment would do
Mr. Heinrich submitted SA 99 to the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget. As folks who want to keep our elected officials accountable, it is important to know what this change aims to do.
- The amendment adds a new point of order to title IV of the bill.
- It aims to make it out of order in the Senate to consider any bill, joint resolution, motion, amendment, amendment between the Houses, or conference report that would increase the costs of consumer goods and services bought for consumption by households in the United States.
- This cost increase is measured by the Consumer Price Index published by the Bureau of Labor Statistics of the Department of Labor.
- The rule can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the Members of the Senate who are duly chosen and sworn.
