What this amendment would do
As folks who pay attention to how our government spends money, we need to know what we are getting into before our elected officials vote. Mr. Van Hollen submitted SA 981, which is an amendment about holding our leaders accountable by making sure they have the right financial information on time.
What It Aims to Change or Add
- The amendment adds a new rule to the Senate, creating a point of order against considering certain reconciliation legislation.
- It stops the Senate from voting on a bill, joint resolution, conference report, or amendment unless the Congressional Budget Office has published a cost estimate on its website.
- This cost estimate must use the current law baseline.
- The estimate has to be available at least 72 hours before the vote on passage of the measure.
- This new rule can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the Senators chosen and sworn.
